A series of unfortunate events

It began with the Treadstone Pack. A series of violent challenges brought about a change in the Ulfric, who then decided that after nearly a decade of peaceful relations with their rivals, the Bittercreek Pack, it was time to take control of Denver and seize new territory. What followed was several months of warfare, overt and covert.

While the wolves vied for control of the streets and for territory, the Master of the City, Killian O'Rourke, an elder vampire of the Master of Beasts bloodline, announced that he was sending emissaries to Jean-Claude, the Master of the City of St. Louis. Killian had hoped to make a case for his appointment to the American Council that Jean-Claude was trying to build to replace the devastated European one. However, within an hour of their departure, Denver's Teomin, Edward Lochlan, slew Killian. The following night as Edward accepted blood oaths from the vampires of the Kiss, he was killed in turn by an Earthmover named Vasily Balashov.

The Master of the City, being of the Master of Beasts Bloodline, was heavily involved and influential with the lycanthropes of Denver. With his death, many of the alliances he set up began to unravel, and what followed was an escalating series of violent events and recruiting among the lycanthropes in order to better secure their position and resources.

Events continued to escalate, until eventually the Mayor was forced to request help from the Governor of Colorado, who in a very public press conference announced that "deteriorating conditions within the supernatural community of Denver have brought about the need for a swift and forceful reaction. In 24-hours, I will be deploying the Colorado National Guard to assist police forces and other state resources with restoring order." Along with that stark warning was a passionate plea for the violence to stop before things got too far out of control.

Almost as quickly as it began, the tides of warfare began to ebb, thanks in part the efforts of a group of individuals wearing masks that resembled jesters, harlequin, and modern tactical face shields. This group, which consisted of at least three vampires, one werewolf and two humans, struck down the leadership of some of the more violent factions along with their seconds as needed. They fed information to law enforcement agencies, assisted the local police with restoring order, and helped RPIT with executions. This group of individuals has never been positively identified, but neither have they been seen since peace began to be restored to Denver. Out of the chaos a new leader emerged from among the vampires, who called itself "The Doctor". Refusing to be identified and masking his or her scent through unknown means, this vampire helped reorganize the vampires and restored the Kiss to order.

So successful was this unknwon vampire, and the cabal of masked vigilantes, that the Governor of Colorado announced the creation of a special task force, a pilot project in order to facilitate communication between the supernautral citizens of the State, local and State governments, and as a means of usurping some of the federal government's prerogatives with the Regional Preternatural Investigation Team.

It has been six months since the chaos ended. The Doctor has reached out to a vampire from outside of the city, and offered him the position of Master of the City. This vampire has accepted, and taken up residence in the city. His name is Isidore D'Aiglemort.
